I don't think he's here to seek justice. He's just here to investigate. He wants to meet those perpetrating the acts. He wants to see what they look like, and how they live. He must have seen many of them already, but he would think they are normal wealthy people. And the main culprits are most likely not going to reveal themselves to him, because they know the consequence.
