What manner of Governor will stoop low to have miscreants dictate to him on how affairs of his state should be run? Imagine bandits requesting that CivilianJTF be disbanded and you heed them. Yet, they want you absorb them(bandits) into the civil service. What becomes the fate of the thousands of CJTF members he plans disbanding? The governor seems to forget those are the next set of bandits/kidnappers in view. Why disengaging some people to engage others (miscreants)? Imagine thugs holding government to ransome.
