Now, can Buhari PROVE that he meant the second option?

It is simple.
Magistrates are Judicial officers and they are also bound by the law.
The allegations are bailable and bail has been set.

Once bail Conditions has been met, it is illegal for any Registrar to instruct or for a Judge to refuse to sign the bail papers.
They should petition the NJC and the Magistrate should be sanctioned with a DISMISSAL.

This sort of Judicial rascality is why the Executive Arm can treat Judicial officers like scum, because "some" of them are actualy worse scu, than the offenders they jail

I mean who “instructs” a magistrate after a concluded court proceeding where the accused has been granted bail and the sureties met? Where they charged in a magistrates court or the registrar’s office.

Fake news.
A Magistrate doesn't take instructions from the Chief Registrar. It is actually the other way round.
If the article said Chief Magistrate, then there will be a bit of credence to the news.
Yesterday, some of the arrested #RevolutionNow protesters were granted bail on self-recognition. Some on bail conditions of N5,000, some N10,000, and some N100,000.
In case you aren't aware, these bail figures aren't paid before being released, but it means that if you run away or refuse to come to court at the next hearing, you will be forced to pay this amount.
Let us put things in proper perspective ALWAYS
