In hierachy, is commisioner greater than chief of staff
or they at par?

A chief of staff is usually a right hand to the Governor and in some circumstances,the commissioners pass through him to seek attention from the Governor.So chief of staff is influential than a commissioner.

Governor
Deputy governor
SSG
Chief of staff
Head of service
Commissioners
I used influential because they are closer to the governor than commissioners and also member of cabinet.
