In Romania they stole more than a billion dollars in a year, just a particular group. Read about operation carbanak, a joint Romanian-Russia cyber heist that netted over a billion dollars.
If they had wired the money to China it's end of story, the US doesn't return seized funds from crime so China too adopts same. The Scoular company lost $18.5m that was traced to a chinese account but even with FBI warrant and all till date it's gone.
It all depends on good planning and co-ordination.

the scam is more sophisticated than that,they transfer it to other countries,cash it out.so how can you track cash deposits splited to many location in different date or bitcoin purchased?
