Two petrol stations and three gas plants in Delta State have been sanctioned for sharp practices by the Department of Petroleum Resources.
The affected stations are Akpos Petroleum Limited, G-Palash Nigeria Limited and Onejire Gas Plant all located in Ughelli as well as Somil Energy and Gas Ltd.

DPR Assistant Director, Operations, Mrs. Gladys Idahosa, led a team on the routine surveillance on behalf of the Warri Zonal Operations Controller, Mr. Antai Asuquo.

Speaking to journalists shortly after the exercise, Idahosa said the stations were sealed over offenses bordering on under-dispensing, operating without valid licenses, expired fire extinguishers and uninstalled gas leakage detectors.

She said that the agency would continue to intensify awareness through routine surveillance to curb anomalies in the downstream sector.

She stated, “In some of the gas plants we visited, we observed that some do not install gas leakage detectors, nor do they recharge their fire extinguishers.

“However, some are up to date; they operate in a friendly environment while only one gas plant sealed was for safety reasons.
“A lot of the gas plants and filling stations are complying with the DPR rules that is why we could only seal very few.”

Highly commendable. DPR has recently changed it's modus operandi in many Zonal and Field Offices. This is commendable. However, they are still understaffed and lack a lot of basic equipment for a regulator of their size, importance and function. They don't even have their own boats not to talk of their own choppers. They still rely on the regulated for Boats, choppers, accommodation, feeding etc. While doing their jobs. Though by the JV Rules, the government also bears the cost of their operations alongside the Oil Companies.

They are now carrying out sensitization workshops, sting operations with NSCDC. Investigating financial crimes that border on petroleum theft with EFCC amongst many others. Also, their EIA process is the most technical and most stringent in the country.

Any erring facility should be sanctioned.

There is no need stealing from Nigerian and exposing them to unsafe conditions because they have come to patronize your business.

Keep Being the Leading Regulator in the Oil and Gas Sector

ESSOHEngineers:

It is so bad in Port Harcourt that staff will hear of an inspection to be done by DPR for a company. This staff is not nominated. But just because he/she has heard about it, the staff will then go to the company and pretend like the real nominee for the inspection, take bribe, carry out a fake inspection and run away. Few days after the real nominees will then appear to the surprise of the company. It is appalling and shameful in Port Harcourt Zonal Office of DPR.

Are you upset about the fact that the company would now have to "bribe" two times? The company wouldn't have to bribe if they did what was right.

Doing what is right with most DPR Staff or practically all arms of the Civil Service will not matter. They will laugh you to scorn and delay you forever. If you like import your technology from aliens and do all your abracadabra. You will eventually give them something.
