Assalam alaykum warahmatullah wabarakatuhu

Apologies to all if this has been addressed previously. Kindly provide information on Islamic guidelines for one wishing to go on Hajj while owing money. Even though the "intendee" owes (for instance #1million), he still manages to put money by to build a house as he does not own a house yet and manage to do other things - while paying his debt according to plan.

Is debt a valid excuse for such a muslim not to partake in the Hajj? Thank you for your answers.

Hajj is obligatory once for  life time for every Muslim man and woman who is financially capable to afford it Allah Almighty says "Pilgrimage is a  duty people owe it to Allah those who can afford the journey ",  Aal Imran 3:97
Acceptable Hajj (Haj Mabrur) brings about great rewards and blessings from  Allah Abu Hurayrah reported that the Prophet PUH said "The performance of Umrah is an expiation for the sins commited (between it and the previous one )and the reward of accepted Hajj (Mabrur) is nothing but paradise"
AL Bukhari and Muslim
Hajj moreover  expiate all sins Abu Hurayrah reported the Prophet PUH said " Whoever performs Hajj for Allah ' s pleasure and does not have sexual relations with his wife and does not do evil or sins then he will return (after Hajj) free from all sins as if he were born a new " Al Bukhari and Muslim
Regarding your question If you were able to come up with the  provisions for  Hajj  while paying off your debt in its   time and if you were a  man  have   also enough funds to pay  for the expenses of those who are dependent on you while away  such as wife children and parents who can not support themselves    so  its obligatory upon you to perform Hajj due to the generality of Allah 's Statement in the previous verse
But if you were not able to come up with the provisions for Hajj while paying  off your debt  your are not obligated to perform the Hajj this due to this verse and what has come up with the same meanings from the hadiths

As you are paying your debt according to plan, I will advice you to partake in the Hajj if you have time for it. God bless.
