efighter: You contradict yourself. Actually during Ironsi’s regime like now, the police and military were the only truly federal apparatus of the Nigerian government. Decree no 34 was drafted for only administrative purposes and would affect the civil service only, revenue collection and regional allocations plus borders etc remained unchanged.
