Otherwise, they will get subpoenaed and can be arrested for it. American Congress know their constitutional powers, and do not behave like lapdogs to the executive. Even the US president is afraid of Congress. The most powerful institution in America is the Congress. They can turn a sitting President to a toothless bulldog, they can frustrate his every move, if he chooses to boycott them by issuing executive orders, he go issue executive order tire, and they will use the courts to block some of it, then they will wait for him in front, to continue to issue executive orders until one of those executive orders put him in trouble with the constitution and they will impeach him for it.
