The first picture of the canoe is sold for $2500 - N900,000

The second picture of another wooden canoes is what Presidential Committee on Amnesty bought at N4million each.

They budgeted N1.6billion for 400 but supplied 100

The N1.6billion budgeted for the second wooden canoe sold for N4million each can buy 1,600 standard canoes @$2500

This happened because Prof Charles Dokubo, Coordinator of the Presidential Amnesty Program paid N1.6billion for 400 wooden Canoes at N4million per one canoe. At the Presentation, only 100 Canoes were seen.
These are the canoes and award letter for the contract.
