i use webpage maker and I like it because it helps to design website in less than 30mins

Dream-weaver is best ,But i haven't used that for designing my websites,I have designed without using the designing languages,I got the website designing website tonight Tool at Tucktail.com and designed my sites,you can also design your site by this Tool.

well i agree with Donpuzo, joomla is very good web design software, its also open source, bt if u want to start as a beginner knowin the codes and commands,, u beta stick with notepad, notepad++,wordfront, or the code area of dreamweaver,
