But these sheets are not the first sheets of the Quran to be seen in unpleasant places. There's something more to it.

If they can set up a 23 member committee and offer a reward of 2 million just for a stupid case of a book being torn up and it's pages discarded in the sewer instead of spending that money and time on dealing with rampant poverty or crime then the state clearly does not need or deserve the money and resources it is given.
