The Anambra State Government says not more than 300,000 residents of the state pay taxes out of a population of 4.5 million.

The State Commissioner for Economic Planning and Budget, Mark Okoye, made the disclosure at a news conference tagged: “2020 Budget Breakdown” on Thursday in Awka, the state capital.

The News Agency of Nigeria (NAN) reports that Governor Willie Obiano had on September 24 presented the 2020 budget proposal of N137.1 billion to the state House of Assembly for approval.

Mr Obiano had tagged the budget “Accelerating Infrastructure Development and Youths Entrepreneurship’’,

The governor said the budget would promote agriculture, social infrastructure development and as well enhance jobs creation.

He said N78.3 billion will be spent on capital expenditure, translating to 57 per cent of the budget, while N58.69 billion or 43 per cent is for recurrent expenditure.

Presenting the budget breakdown, Mr Okoye said the state government had put automated reforms in place to capture more residents into the tax net.

“From an Internally Generated Revenue (IGR) stand point, we are projecting N30 billion for the 2020 which will be N2.5 billion every month.

“As we speak today, we have about 300, 000 taxpayers registered in the state, and we also have about 10,000 businesses registered in Anambra.

“I can tell you that of all these numbers, less than 10 per cent are paying taxes and most of them are also paying under stated taxes.

“If we can increase that figure to 20 per cent, that will take our current IGR rate from N 1.7 billion to N3.4 billion, that doubles it.


“This is why government instituted comprehensive reforms in the state to capture many residents and businesses.

“We have the Anambra State Social Service Identity (ANSSID) number and other Automation drives across the state to get data, and also capture many residents into the tax net,’’ he said.

Mr Okoye said government needed the taxpayers’ money to drive development in the state.

“The money we are using is not government’s money, the monies are owned by the taxpayers and they are used for even distribution of development across the 21 local government areas in the state.

“Payment of taxes will help to scale up provision of infrastructure and other amenities for the 4.5 million people in the state.

“So, there is so much room for growth in the state, if we can do what is required,” Mr Okoye said.

I thought this is where funding of the northern region comes from.

Fake news.... everyone pays tax one way or another for example vat!

Taxes should only be paid if you are receiving a benefit from the money you pay eg health care, security.

Go after the big fish for tax evasion if you have case. That will send a message to anyone at lower levels the state isn't playing games. Other than that it's widening the tax base is good. I would say states shouldn't bother with petty levies and focus on stuff like income tax and or property taxes.

What are the state authorities and tax agencies doing to change this ugly tend?
With all the companies, businesses and rich people in Anambra, the state is supposed to be like or close to oil producing states in terms of IGR.

Revenue from Oil fund 85% of Nigeria budget, I know you enjoy being stupi.., but sometimes you control yourself, when oil price went down it was Anambra, Lagos, Rivers, Akwa Ibom, Kano and Kaduna were able to sustain themselves.

Our system is a PAYE system, pay as u earn....

We already have VAT. What else do they want to take .... Or someone who have no job should just be paying tax?

The frustrating thing is it’s this sort of thing a serious gov’t should have sorted out 2 years, max, after first being sworn into office! Yet more than 5 years into the Obiano admin’ they still can’t get a handle on the tax/IGR problem the state is facing! If the commissioner for finance is lamenting like this, what does he expect us to do!?

Anambra should be returning nothing less than 3 billion naira per month as IGR receipts!

Just be grateful that Nigeria does not enforce tax laws.
