There is difference between an engineer and an engineering graduate.

An engineer is that engineering graduated that is COREN certified.

Artisans are mere craftsmen that have no understanding about the fundamental principles of the work they do

Engineers are this who graduated from The university, technologists are those poly graduates of HND, technicians are those of Nd, and craftsmens are those that learn hand work.
so, engineers are engineers. And also, an engineer is one who is certified by COREN. Mind you, now, COREN won't register a poly graduate as am engineer but a technologist instead.

If you have ccna without engineering background, you are not qualified to be an engineering graduate not to talk of being a reg engineer.

You are a scientist of a professional IT specialist.

You need B.Eng or M.Eng to start a race of becoming an engineer
