The West benefits from corruption obviously, but the Africans who steal and carry such money outside to countries who then invest it in their own economies are the GREATER F.O.O.L.S. A quarter of this money well invested can change a lot of things down here. If these leaders think the kidnappings and banditry created by the society they have all helped collapse won't get to them... They must be dreaming.
