In the institutions many people interact with the students; security staff, clinic staff, hostel staff, faculty admin staff, departmental admin staff, and the central admin staff. All these people who are clearly non academic staff have the potential to molest/harass a vulnerable students.
Preparation of transcripts are not done by academics and results could be tampered with at this stage.
Academics are not the only group in our higher institutions.
