Zik is just one man. It is not possible for one man to decide what enters the constitution in a democracy. Zik may have been against referendum being in the constitution but he had only one vote. If referendum didn't enter the constitution then it means that the majority simply did not want it.

But even if referendum had been put in the constitution, that constitution has long been dead and buried since 1966. what we have now is a constitution written by the military.
