Whether or not it is constitutional is immaterial.

The role of the Chief of Staff is more influential than that of the Vice President. As you can see, Akin Alabi put the "powerful" in inverted commas, to show that he doesn't mean, powerful in theory but in practice.

Under Abacha, who had more power, Al Mustapha or Oladipo Diya? People can keep deceiving themselves, a Vice President is a spare tire that is not often useful unless the President is gone. The COS is responsible for the day to day work and as such wields serious de facto influence.

me am not even saying the COS cannot carry any bill to the president o whether he is inside a cave, underwater or in the space.
but my own now is the vice president is number two to the president and he could have been able to sign the bill self in the president's absence, and if its not lawful then we wait until the so called president comes back. because no one can expect the vice president to take the bill to the president in london. they can never both leave the country.
when its not a bilateral deals with two nations, why will they carry Nigeria bill to go and sign in another country, what's wrong with this nation self.

These SANs are obviously reading from a textbook. Of course, everyone knows that the Vice President is the Number 2 citizen de jure. That is provided by the constitution. But Akin Alabi did not quote the constitution in stating what is an obvious fact in any Presidential system all over the world: THE PRESIDENT'S CHIEF OF STAFF IS USUALLY MORE POWERFUL AND MORE POLITICALLY RELEVANT THAN THE VICE PRESIDENT.

The position of COS isn't recognised by the constitution. So trying to ascribe any constitutional powers to the office or the order of protocol is in itself an aberration. An examination of the office of COS can only be relevant when seen and discussed as what it truly is. It is a "kitchen cabinet role", draws all of its power directly from the President and can be anything and as powerful as the President wants it to be. The first time the office was created in Nigeria was under President Obasanjo in 1999.

The COS is appointed by the President and serves purely at THE PLEASURE OF THE PRESIDENT. He can be appointed in the morning and fired in the evening by the President without recourse to any officially laid down procedure. In fact, most Chiefs of Staff have very short tenures because they are prone to falling out with their principals quite easily in the course of discharging one of their major functions - telling the President some blunt and hard truths that nobody else will dare to.

In the US, the President's COS is often described in political circles as "the most powerful man in Washington" and "the second most powerful person in the Whitehouse"...after the President. Now, these appellations aren't written anywhere on a protocol handbook or in any constitution. It is just generally known that as a member of the political class, you don't want to make an enemy of the COS.

The man is right.

What the chief of staff knows about this government, the vice president doesn't know. He actually decides which information is good enough for the attention of Mr. President . In other words , he knows more than the president about the government .

It is possible the VP learnt about the border closure and bill assent just like every other Nigerian but the chief of staff must be informed and he must make input as the last man to see the document before the president sees them

Every intelligence agency goes for the cheif of staff for he is the depository of information unknown even to the president and can be used to influence the president by vested interest .

In any presidential system of government, the chief of staff most times can be very influential been the closest person to the president in line of duty. But that doesn't make him more powerful than the Vice President, The Vice President is elected by the people and only the people can remove him but the Chief of Staff is just a product of discretion for administrative convenience.
