So, if I'm to understand this correctly, it means, if the returning officer takes a bribe and decides not to report ballot box snatching; that unit/ward/LGA will not be cancelled?

This game of politics in Nigeria is a shame...PDP/APC are two sides of a coin.
PDP will do the same thing to APC if they were in power.
