A bill that seeks to establish a commission for mental health passed second reading at the Senate on Wednesday.


The bill entitled “A Bill for an Act to provide for the establishment and regulation of mental health and substance abuse services, protect persons with mental health needs and establishment of National Commission for Mental and Substance Abuse Services, for the effective management of mental health in Nigeria and for other related matters,2019” was sponsored by Ibrahim Oloriegbe (APC, Kwara Central).

The bill was first introduced to the Senate on October 14 and was passed after the lawmakers debated the provisions of the bill.

Leading the debate, Mr Oloriegbe said the bill is aimed at providing for the enhancement and regulation of mental health and substance abuse services;
The bill also seeks to protect persons with mental health needs and establish National Agency for Mental and Substance Abuse Services for effective management of mental health in Nigeria and other related matters, he said.

He complained that there is no Mental Health Law in place in Nigeria other than the Regional Lunacy Law of 1958, which in content and context violates fundamental human rights of persons with mental health and psychosocial disabilities.
Some objectives of the bill include:

– Provide enhancement of mental well-being of the citizens through programs that promotes mental health.

– Prevent mental health and psychosocial disabilities.

– Provide effective, compassionate, humane and universally accessible treatments for mental health and psychosocial disabilities and regulation of mental health substance abuse services.

– Protect persons with mental health and psychosocial disabilities needs (from human rights abuse, stigmatization and discrimination, protect their properties and support their families)

– Ensure that the government and all stakeholders implement the content of the National Policy for Mental Health Care Delivery Services (including integration of mental health and psychosocial services at all levels of health care delivery services).

– To criminalize abuse of persons with mental health and psychosocial disabilities in Nigeria, decriminalize substance abuse disorder and increase funding for mental health and psychosocial programs.
While he assured that the bill will protect the rights of persons with mental health and psychosocial disabilities, Mr Oloriegbe expressed concern at the alarming use of illicit and hard drugs.

Over N602 million (602,546,029) will be required for the establishment of the agency.

Laudable move. My major concern borders more on the sustainability of this initiative, and whether its purpose will be attained, rather than it being another conduit pipe to siphon public funds.

Good idea, but let's see how the execution of this goes.

Professor, clinical psychology is a subdivision of psychology... not a different field and the psychology council bill covers all psychologists. Even forensic psychologists rely on the knowledge of insights on behaviour and mental processes to explain and give expert witness testimonies in legal contexts. In other words, mental health is the business of psychologists.

Psychiatry focuses on the medication of mental illnesses because they are medical doctors who can prescribe drugs.

There is actually a wide difference between Psychiatry and psychology.
Psychiatrists are medical doctors who have specialised in psychiatry by virtue of postgraduate training i.e building on their already existing knowledge in Neuroscience (Neuro-anatomy, -physiology and -chemistry), and not just to prescribe medications. Mental Health is actually in the purview of Psychiatrists and other psychiatric health workers like psychiatric nurses, pharmacists, psychotherapists or clinical psychologists (not psychologists), occupational therapists, social workers, etc. So my dear, the Psychology Council bill has nothing to do with this bill.

By wide difference, you mean psychiatrists can prescribe medications while psychologists cannot, right? For your information, some states in the USA have granted psychologists (clinical) the right to prescribe drugs and more states will soon follow suite.

The way I see it, you're too hard-focused on disorders and illnesses and by extension, you're missing the point. And that is why you are recognizing only clinical psychologists because you find them more in clinical settings.

You probably need to revisit the definition of mental health and who a psychogists is.
Anything that has to do with cognition, thinking, feeling, behaviour, stress, trauma, distress, productivity, sense of wellbeing, relationships, psychological disorders and many more areas are mental health issues and are the business of psychologists in all subfields not just clinical psychology. Mental health is not just about mental disorders and disease.
