adekolaelect: Some of the aspects not captured by the IPPIS: As submitted by Abubakar Sabo, ASUU Chair UDUS: 1. Provision for external examination for PhD and MSC students. 2. Provision for the payment of External assessment to which many would not have benefitted from and become professors. 3. Provision for casual staff such as those cleaners and gardeners that keep the university environment clean. 4. Provision for adjunct and part time lecturers who are professionals in their field but could not take full time appointment because they are already working elsewhere. 5. Provision for international experts who would want to come from world recognised universities to come and establish new programs in our universities and share their wealth of experience with us. 6. Provision for post graduate supervision which was completely removed from the platform The fact of the matter is that the government is saying universities should use their IGR to cater for all these and should this become a reality, universities will be left with no option but to re introduce tuition fees and charge higher fees from the students. Then we will now know that an average Nigerian cannot afford higher education again. That is world bank policy for you. The general idea is to localise our universities and make them unaccessible globally all in the name of a policy for payments of salary. Copied. |

But the guy is ANAN member, both ICAN and ANAN are now recognised by Nigeria Laws and IFAC. ICAN was the referee for ANAN during the later application to IFAC ICAN is no longer greater than ANAN So he is a Certified National Accountant. The so called IPPIS is nothing but a fraud! In as much as it is a digitalized system to enhance ease of payment while saving the government of the menace of ghost workers and fund mismanagement, it takes more than a deep look to understand the height of corruption perpetrated by IPPIS against the government and government workers. It is more like a reality of the popular saying, "monkey d work baboon d chop." The organisation (IPPIS) is infamous for varying forms of corrupt practices such as : underpaying workers, no payment at all, unwarranted charges on payment, nonchalant attitude towards people's complaints etc. But sadly, in Nigeria, we hardly complain about something until it directly affects us and this self-centeredness is the reason why evil and corruption has been rooted in all of our system. I remember how my mum was underpaid by 17k and 32k differences in February and April of this year respectively for no known reason at all. She filed complaints and one of their staff even extorted her of the sum of 3k claiming he had rectified the issue and promised her to be patient until next payment before she gets her balance but up till date, nothing has been done about the issue and each time my mum calls him, he responds as if he's meeting her for the first time. In summary, IPPIS is a not only an emblem of corruption but a failed system as well which points to the very reason why the dons so despise it. |

Smartchoiice: For now, IPPIS is meant for government workers that draw their salaries from consolidated revenue fund. CBN, FIRS, NNPC workers are not paid from CRF so they cannot join IPPIS for now. University lecturers on the other hand are paid from CRF just like over 800 MDAS. They cannot be exempted from joining IPPIS no matter how they try to blackmail the government. |

Behopeful: If the above points are the reasons ASUU have given for refusing to join IPPIS, then I must say ASUU members are more ignorant than the AGF they referred to as “account clerk”. IPPIS is strictly a payroll management software and not an accounting system to take care of the university overhead cost. A payroll software takes care of only the monthly salaries of workers of an organization and not other cost. Points 1, 2, 4, 5 and 6 are totally irrelevant to the monthly salaries of lecturers. IPPIS takes care of only salaries of full staff and nothing else. Monies paid to external examiners, international experts, external assessment to become professors etc are not part of the monthly salaries of full time university lecturers. They are allowances that are paid outside of the normal salaries and university are given monthly overhead to take care of such payments. Point number three is even meaningless because casual staff such as cleaners and gardners are not ASUU members. If they are unionized at all, they should be members of NASUU and to the best of my knowledge, all other unions in universities have agreed to join IPPIS except ASUU. So, what’s ASUU’s business with casual staff? |

Smartchoiice:Autonomy does not give them the right to decide how to be paid. It is like telling your employer that you prefer being paid in cash than crediting your salary account whereas every other person in the organization is being paid electronically. The most important thing should be you being paid the agreed amount that's all.. |

Here's an illustration, you (governing council) just started a business and your rich uncle(FG) instead of giving you money decides to pay all your staff salaries for some years till you are able stabilize your business and start making profit as his own contribution.
