PDP lost in Bayelsa not because Gej didn't support them, it is because PDP has always failed the Bayelsan people since 1999.

The civil service is the machinery through which government's policies are implemented, these does not include profit generation.

On the other hand revenue generating bodies like the tax offices are under the civil service too so you can say they're partly being paid what they generate.

Even banks have non-finance staff.
