Iran is trying to walk a balance: it has to boast it took out tens of 'terrorist' Americans so that the anger and calls for revenge at home may be assuaged, and also that the regime may not lose credence in the eye of its people—and the world. It also carefully made sure the missiles landed on the fringes of the base so as to avoid American casualty and, of course, a sure disproportionate retaliation from America.

Iran has also reported that it has effected a 'conclusive hit' on America and warns that if the U.S. retaliated, bigger hits would come her way. This, right here, is de-escalatory rhetoric.
