Does he have to report them? Can't he take action on the spot? Fashola arrested a senior rank army officer plying "one way" when he was Governor of Lagos, because he understood his capacity as a Governor unlike this power mis road that cannot flex his constitutional power as the Chief Security Officer of his state, spits.
