These checkpoints expose civilians and humanitarians to heightened risks of being killed or abducted. I urge all parties to the conflict to protect the civilian population, including aid workers, from such grave violations of international laws, especially women and children who are among the most vulnerable and are caught up in the violence Doesn't say they are Boko Haram. They could be local vigilante groups for all we know. |

Did you see the bold part? You didn't deliberately exclude/ignore that clear description did you? Besides this is the UN speaking and not some obscure group or organisation. Indeed buhari's regime plan to withdraw soldiers from terrorist ridden zone in NE is aimed at providing boko haram free access to more roads so they could mount more road blocks and plan more jihadist attacks like kidnap christian women and kill the men.
