This is set 20 years post the Romulus star going nova and destroying Romulus and billions of romulans, Commander data is supposedly dead and totally destroyed, but he used his neural material to create twin daughters of his with biological bodies and biosynthetic neurones and reflexes. Biosynthetics are banned throughout the known galaxy after a group of them escaped from a research lab in Okinawa, hacked the Mars defence net while starfleet was on the romulan rescue mission and attacked mars with almost 100,000 bio sentient casualties which resulted in starfleet abandoning its rescue mission midway with resultant more romulan deaths and Admiral Picard retiring in disgust immediately. Sit tight folks, this is our Picard, we are in for one hell of a show
