That response was given in regards to the paying of taxes.

Matthew 22 vs 16-22

16 They sent some men to Jesus. They were some of their own followers and some from the group called Herodians. They said, “Teacher, we know you are an honest man. We know you teach the truth about God’s way. You are not afraid of what others think about you. All people are the same to you.
17 So tell us what you think. Is it right to pay taxes to Caesar or not?”
18 But Jesus knew that these men were trying to trick him. So he said, “You hypocrites! Why are you trying to catch me saying something wrong?
19 Show me a coin used for paying the tax.” They showed Jesus a silver coin.
20 Then he asked, “Whose picture is on the coin? And whose name is written on the coin?”
21 They answered, “It is Caesar’s picture and Caesar’s name.”
Then Jesus said to them, “Give to Caesar what belongs to Caesar, and give to God what belongs to God.”
22 When they heard what Jesus said, they were amazed. They left him and went away.

Jesus was speaking specifically about their paying of taxes. There is a reason for why the pharisees asked him that very question, and why Jesus called them out as hypocrites. The other laws of the land is a whole nother case.

Not only tax , he meant

If your state say lockdown Churches , u obey , that's what Jesus meant too not only taxes , obey the laws of the land , that the meaning of give to Cesar what belongs to Cesar !

Jesus gave that particular retort in response to questions about paying of taxes by men who were known in the day as authorities in the temple of God.

"Give unto Caesar that which is Caesars, and unto God, that which is God's" can be seen to mean when you pay your taxes to caesar pay with the applicable coins; when you are to pay your taxes to God, pay with the appropriate coins(in that case the acceptable temple currency)

Followers of Jesus should be law abiding at all times, and not be in any form of debt (to the government or anybody).

To the Government:
13 For the Lord’s sake, submit to all Human Authority—whether the king as head of state,
1 Peter 2:13

1 Peter 2:14 KJV
Or unto Governors, as unto them that are SENT by him for the punishment of EVILDOERS, and for the praise of them that do WELL.

To God:
Mark 12:30 KJV
And thou shalt LOVE the Lord thy God with all thy heart, and with ALL thy soul, and with ALL thy mind, and with ALL thy strength: this is the FIRST commandment.

To People in general:
Mark 12:31 KJV
And the SECOND is like, namely this, Thou shalt LOVE thy neighbour as thyself.
There is none other commandment greater than these (vs 30&31)

Romans 13:8 KJV
OWE NO MAN any thing, but to LOVE one another: for he that loveth another hath FULFILLED the law.

it's a response concerning tax payment but some people over the years have used this as a form of defence mechanism to justify their actions

Yes, we are commanded to keep lawful earthly law - Romans 13:3-5

Yet, we owe GOD everything, everything is His - Psalm 24:1-2, Revelation 4:11

In particular we can & should always:

"What shall I render to the Lord For all His benefits toward me? I will take up the cup of salvation, And call upon the name of the Lord. I will pay my vows to the Lord. Now in the presence of all His people." - Psalm 116:12-15

"In everything give thanks; for this is the will of God in Christ Jesus for you." - 1 Thessalonians 5:18

The true answer is in Chris's statement GIVE TO CEASER!

The question that reasonably follows the understanding of the true meaning of this statement is therefore "What are those things that you can reasonably say and identify which Truly belong to Ceaser?

Which would in turn lead to other reasonable questions like does this or that belong to Ceaser or some other person?

Christ statement there is a big course of study if you truly want to acquire the true and complete understanding of it.
