Photoshop will be better as a starter

You can learn both but the question would be that what area of graphics are you interested in?

To further drive my point, if you are interested in printing ie brochure, business card, stationary, banner designs etc go with coreldraw. But if you are looking towards online graphics, web, social media, gif animation, digital painting photo editing and manipulations etc, photoshop is it.
