The federal government stated yesterday via the presidential task force on Covid-19 that :
“Interstate travel by individuals remains prohibited except for goods and essential travel'' for the next four weeks.
And also that:
the aviation sector will begin to develop protocols that will lead to the resumption of domestic flights any time from June 21.

When even primary school kids know that domestic flights is the same thing as Interstate travel. Just one form of it. Those contradictory statements suggest that only those who could afford travelling by flight will be allowed Interstate movement.
