Emir Sanusi in 2011.

Mallam Sanusi blamed the problem of Nigeria’s underdevelopment on faulty structures that make the states spend about 96% percent of their resources paying salaries and allowances as against making capital investments.

As a person in a position to know all these things, being the Central Bank Governor, Sanusi also wondered how the Federal Government can successfully carry out capital Projects that will impact on the lives of 150 million Nigerians with only 30% percent of its revenue when it has expended 70 percent of its revenue paying salaries and overhead. And based on this, he called for the merging of the states, local council authorities and the Federal ministries as the only thing that can help Nigeria develop.

Emir Sanusi was also on this crusade even as a central bank governor.

We should have never moved away from the paliamentary system of Governance we adopted from the British. It is cost effective, where the Prime minister is a member of the parliament, ministers are also members of the parliament (same party as the prime minister who appoints them), Administrators of each state and Council are also members of the parliaments and also serve as the representative of the people from their constituents. Unlike the current system we have 80% of our earnings goes into their pockets and other recurrent expenidtures in each state civil service.

US presidential system has the same heavy cost burden but their excellent management of economy counterbalances well. Recall how much the country budgeted for COVID-19 stimulus. Nigeria is rich in factors of production but we lack leadership and infrastructure to drive production. It is not late to start today.

I think it's pretty late for Nigeria, it's downhill from here. We can't compete, not on a global scale (with China, Japan, US?). The only thing we had going for ourselves was oil and even that we messed up. We couldn't even build infrastructure to unlock the potential that our oil had. The proceeds have largely been squandered or looted. You have a workforce that isn't highly skilled, epileptic power supply. No matter which way you look at it, it's very depressing.

You fail to see that while the US has a "heavy cost burden", it's mode of governance is orders of magnitude more effective than the Nigerian copy will ever be. Why is that? Because it's been tried and tested to work for them. While US is considered the melting pot of the world, her people are homogeneous in their sense of patriotism and social welfare.

The Nigerian government in itself is just an institutionalized extortion machine.

I agree with RATIONAL Sanusi on the need to cut governance costs although I believe that the problem has more to do with LEAKAGES caused by corruption done by both highly and lowly placed civil servants as well as public servants than it has to do with actual overhead costs. Reforms like TSA and IPPIS have helped but more need to be done.
. It is not late to start today.
It is the overhead bro ..... They all stole money via Overheads ... Cut the Overheads by 50% and corruption will automatically reduced by 70% !!

The reason EFCC can't successfully prosecute most of them than deal/plea bargaining is due to the Overhead being the front for the stealing !!

All we need to do is to reduce cost of governance by reducing senators, reps, ministers and political appointees salary and emoluments by 35 or 40 %..... the structure is not bad.
