I don't think Buhari is aware of what's going on. Remember that the last time Obaseki went to Aso villa to see him that he didn't succeed.

When I was in service year, a man came around to the state secretariat of NYSC to complain about his lost NYSC certificate which he got in 1999. He was told to go back to the institution where he graduated to get a back up letter because NYSC does not replace lost certificate.
