Even today the statistics aren't different. The major trouble makers in nigeria today are still Ipob, Afonja and boko haram. Picture Nigeria without the igbo, yoruba and hausa/ fulani. |

What the op didn't say was that as at the time in question, there was regional policing and most people lived in their native regions. Looking at the data, one can see that the police in the east was simply more effective than police in the other regions. The reason is because the statistics shows number of people caught and prosecuted. It doesn't necessarily show crime rate in regions. So a region with a higher crime rate but lower effective police will still rank low in that data.
