Yes in layman terms but its not really that, its called lobbying. Sometimes people who give these gifts dont always want contracts & the receiver is not obliged to grant any request, at that time or in the future. The most important thing is to be close to power.

For instance, if the first lady has your ears & people are sure about it, they'll come to you. You could make N200M or much more in less than 4 years from that alone, if you know the game.
