I doubt if they have rearrested up to the 20 inmates as claimed. Do they even have facial record of the inmates in the first place? Those inmates won't be stupid enough to return home after escaping so it won't be easy for the police to rearrest them.

Asking members of the public to report fleeing inmates, do they have photos of them?

It is better to free 1000 criminals than to jail one innocent soul wrongfully. And going by the antics of the police, one can easily say that 28 out of the 29 suspects are likely to be innocent, especially with the zero intelligence & investigative approch.
