NO GOING BACK ON THE FORENSIC AUDIT BY THE NDDC IMC. Says The Niger Delta Patriotic Front.

With the recent unfolding drama against the Interim Management Committee of the Niger Delta Development Commission (NDDC), its glaring and can be seen as a pure case of corruption coming back to fight those that have been put in place to fight it.

Anyone willing to combat corruption and wrestle it to the ground must be ready for a rough fight. He must be ready to be called names, utterly blackmailed and have insults hurled at him for his guts and even boldness to venture to ask relevant questions that will uncover past corrupt practices in the commission. Unfortunately this is currently the strain the Minister of the Niger Delta Affairs, Chief Godswill Akpabio and those currently in charge of the NDDC will bear for carrying out a national assignment to oversee the forensic probe of the activities of the commission as ordered by President Muhammadu Buhari some months ago.

The recent vicious media attacks against the person of Akpabio and the NDDC interim management committee(IMC), chairman prof. Kemebradikumo pondei, and Dr. Cairo Ojougboh clearly illustrates how corruption fights back. The advocates of these media condemnation are already creating confusion by painting those in charge of the commission in black and making them unclean to sit in judgment against them.
Seeing the hidden truth about to be unraveled, they will stop at nothing to drag the IMC in the mud.
They have spread out write-ups in various newspapers and advertorials to make the people believe their jumbled tales of corruption in the management of the NDDC.
Their motive is in a subtle manner to frustrate the ongoing forensic scrutiny of the agency which they see as their gold mine. The smudge is specially constructed to buy time and undue attention. It is devised to confuse and distract those probing their shameful activities in the agency.

This propaganda clearly cannot be different from those whose dirty transactions with the NDDC are being investigated and just because they want to deceive the unwary public, they are willing to dish out lies garnished to look as the truth to cover their evil deeds.

The Niger Delta Patriotic Front would encourage the Interim management committee of the NDDC to remain focused and committed and neglect the tricks of those looking to find fault where there isn’t because the core Niger Delta soul are with them.
We want to state unequivocally that the good people of Niger delta are happy with what the minister and the leadership of IMC are doing in ensuring that the president fulfills his campaign promise to Niger Delta.

I don't know why people are suddenly afraid of the audit authorized by Mr president. If your hand is clean allow the man do his job and when he is done and you're not satisfied with what he's done then and only then can you come out and point out his shortcomings and push for another credible audit...

It is clear that there is no transparency in NDDC , if not I wonder why they will refuse to be audited, I say PMB ordered be obeyed

Iis no longer news that Mr President has ordered a thorough forensic audit of the Niger Delta Development Commission (NDDC), a federal government interventionist agency which has been in existence since 2000 with the sole purpose of ameliorating the yearnings and suffering of the people of the Niger Delta region who happens to be the goose that lays the golden egg with absolutely nothing to show for it, it is a region riddled with under-development , infrastructural decay, lack of basic amenities like potable water, good road networks, adequate health care facilities just to say the least. It is a region where poverty is so perversive despite being in the midst of plenty.

So with the establishment of the NDDC by the Olusegun Obasanjo administration in 2000 the joy of the people knew no bound, it was seen as the agency that will ensure their yearnings and aspirations will be met. But sadly 20 years after the reality on ground is the very opposite of the expectations of the people, the agency which obviously has become the cash-cow of a very minute few at the detriment of the populace, overtime the NDDC has become a place where our selfish politicians try to outweigh each other in the looting of funds, since 2001 NDDC has received nothing less than 15 Trillion Naira with absolutely nothing to show for it.

In Akwa Ibom state alone over 321 abandoned projects by NDDC is littered everywhere, in these Rural Roads top the chart with 121 abandoned roads , while there are 75 uncompleted class room blocks, 69 rural water schemes and 43 mini-electric projects all left unattended.
The story is no different in what is obtainable Abia, Delta, Ondo, Bayelsa, Cross River and all other states comprising the Niger Delta. Depsite the Trillions of Naira that has been released to the agency the people still wallow in abject poverty and penury.

Sadly the National Assembly which is saddled with the oversight function over the agency has not only being a part and parcel of this huge corruption they have being the very clog in the wheel of progress of the agency. Overtime the Senate and House of Representatives Committee of the agency has made themselves a major shareholder in awarding of fraudulent contracts, falsification of non-existing documents to siphon money, outright disappearance of funds etc, Senator James Manager and Senator Peter Nwaoboshi who have chaired this committe at the upper chambers has a case to answer, their counterpart at the lower Chambers Hon. Olubuni Tunji-Ojo is not left out in this unholy act.
For Instance Senator Peter Nwaoboshi awarded himself a contract to supply Plastic Chairs at the rate of 3.7 Billion Naira, which when traced was discovered that the very company that was awarded the contract was thesame location the chairs were supplied in Asaba the Delta state capital, this is just one of the numerous atrocities they have been carrying out.

Hence Mr President gave a matching order for a thorough forensic audit of the commission from inception till date. But these elements has formed a behemoth in the wheel of progress trying to thwart the ongoing audit by discrediting the IMC which is saddled with the responsibility of ensuring the audit is a success, they have resulted to mischievous and malicious propagandas and allegations in a bid to sway the minds of the people, but they will fail, because there is this saying that you can fool the people sometimes but you cannot fool the people every time, we the Niger Delta Patriotic Front (NDPF) know their gimmicks.

It is worthy to note that the insistence by the Minister of Niger Delta Affairs, God'swill Akpabio on the Forensic Audit is basically the vector that has pitched the IMC against the National Assembly, some lawmakers have been using their cronies to attack the Commission's Management and impede it's administration. To this end they have asked the IMC to part with some billions for them to share, a request the Commission refused to grant hence this face of.
Presently the raging war of words between Akpabio and the former managing Director of the NDDC, Miss Joi Nunieh is part of the game of confusion carefully crafted by the forces behind the scene. Akpabio has said the forensic audit must go on as planned to fulfill the desire of President Buhari in repositioning the Niger Delta Region.

Meanwhile the South South Governors Forum has also declared it's support for the Forensic Audit as ordered by the president.
To this end we the people of Niger Delta Patriotic Front are saying we are solidly behind the IMC in this quest and we are passing a vote of confidence in the Interim Management Committe of the commission.

Some answers are medicinal...Sen. Godswill Akpabio was asked at the just concluded NDDC Probe why he recommended a medical doctor for the post of Executive Director of Project in the Commission?

The Hon. Minister, MNDA has this to say: " The world is currently facing health challenges...60% of the NDDC budget are health related...in the circumstance who is more qualified for the position of EDP if not a medical practitioner".

I'm tempted to believe politicians are born not trained.

One of the Senators fingered in the series of corruption scandals rocking the Niger Delta Development Commission by the Minister, Senator Akpabio is Senator Peter Nwaoboshi. Nwaoboshi has been accused of been about 53 contracts from the Commission. This same senator was prosecuted by the Economic and Financial Crimes Commission EFCC far back in 2018 for allegations of fraud to the tune of $6.5 million. Nwaoboshi was alleged to have used his company Bilderberg Enterprises Limited to secure a N2.1billion ($6.5million approximately) contract to purchase and supply new equipments to the Delta State government. The contract was awarded to Bilderberg Enterprises Limited sum of N1,580,000,000 and N474,936,000 respectively. Also, he was alleged to have purchased a 12-story building for the total sum of N805,000,000 which was owned and sold by the Delta State government to his company Golden Touch Construction Project Limited from the proceeds of the equipment fraud. And he also allegedly purchased at Apapa Wharf, Lagos for the sum of N800, 000,000. The EFCC also discovered that Nwaoboshi has his Bank Verification Number (BVN) registered with over 23 banks of which are undeclared. Also involved in these crimes is his brother who is signatory to over 11 of the accounts.

Subsequently he sued the Economic and Financial Crimes Commission (EFCC) to a Federal High Court in Asaba requesting the court grant a restraining order that the commission should not interfere with the details of the 12 story building purchased in Apapa, Lagos allegedly with the money obtained from the contract of the Delta State government. This suit was filed by one of Nwaoboshi’s firms, Golden Touch Constructions. At the request of the EFCC, the case was transferred to the Federal High Court and the court granted the request to arrest Senator Peter and he was arrested on the 23rd of April 2018 alongside two of his companies; Golden Touch Constructions and Suiming Electrical Limited. Shockingly and as investigations will reveal, Mr. Peter never document his ownership of these companies while submitting his affidavit to the Code of Conduct Bureau? Also, it was revealed that Mr. Nwaoboshi employed the use of his firm, Suiming Electrical Limited to obtain a loan from National Export-Import Bank in 2018 and has not paid back the loan. And as funny as things turned out to be, Senator Peter raised a point of order on the Senate floor during plenary alleging that the then acting chairman of the EFCC, Ibrahim Magu had been "terrorizing" senators when he had not yet been confirmed by the Senate and he asked for his removal from office as EFCC Chairman.

The case was adjourned to November 28 of 2018, and it has continually been dilly-dallied by the judiciary and no conviction was secured by the EFCC. And yet again, Senator Nwaoboshi has been accused of securing fraudulent contracts from the EFCC and aiding in the process of leaving the Niger Delta Region worst off than it ought to be. In a saner clime, Senator Peter would be locked behind bars for good, but in Nigeria he is adored and worshipped, and he stand up every day to address the nation’s highest law making chambers, and the question is, what kind of beneficial law will he enact that would not create loopholes for him to loot more.

NDDC Saves N35b after Verified Payment to Contractors - NDDC Acting ED Projects Ojougboh.

The Acting Executive Director, Projects of the Niger Delta Development Commission, NDDC, Dr. Cairo Ojougboh, says that the Interim Management Committee, IMC, has saved N35 billion for the Commission after its verified payments to contractors.

Speaking to newsmen shortly after the inauguration of the Committee for the completion and commissioning of NDDC’s 13-floor new permanent headquarters at the Eastern By-Pass, Port Harcourt, Ojougboh said that the Commission had also verified payments for N1.5 trillion for other projects.

Ojougbo, who is the Chairman of the committee, affirmed that work on the office complex was at 98 per cent completion. He said: “As you can see, the lifts and escalators are working, the lights and the central air conditioners are functioning. You have seen the external works, so I want to tell you that what is left is the ancillary building, the windows are already in place. You have also seen the asphalts, so we are good to go.

“Nobody believed that it was possible to achieve what we have achieved. There were lots of booby-traps which made it impossible for this building to be ready before now. But we thank God for the successes we have recorded.”

Ojougboh stated that change had come to the NDDC and “things will never remain the same again.” According to him, “President Muhammadu Buhari worked for the change in NDDC and even when we leave here, other people coming in would be more careful.

“As for the list of contractors we published, that was for 2018 alone. By the time we publish that of 2019, a lot of things will come out to the open. Some person claim they did not benefit from NDDC but we have documents linking them to those contracts. The forensic audit is unearthing a lot of things, 2016, 2017 and 2019 list are ready. But we have decided we would not be distracted again.”

He lamented that the NDDC budget for 2019 was distorted to the detriment of regional projects, citing the example of regional hospital projects that were starved of funds. “We made provision for hospitals in all Niger Delta states as our regional projects but it was removed and replaced with supply of chairs to schools in the region,” he said.

Ojougboh said that the NDDC had written letters to the National Assembly to explain why N11.6billion budgeted for the completion of hospitals was removed and replaced with supply of chairs and desks. He asked: “Is that what we deserve in Niger Delta?”
