Change of venue has been in their platform from day one.. Just that people don't know about it, so due to covid19 they started telling people about.. If you don't feel like doing change of venue then wait for Government.. and moreover you know more than 20 person are not allow in a place, that why they brought option B..

When did humans feel the need to involve governemnt in thier union. Did adam and eve go to a registry, but i get the drift in our times.

Please dont let the government deter you, you can marry traditionally by paying bride price and getting consent of your parents. and chose to inform the resgistry later when they balance well.
