Europe has officially started reopening for tourism after months of lockdowns due to Covid-19. In the past, these European countries have put in place strict measures — with most of them going into complete lockdowns earlier this year — to mitigate the surge of coronavirus. Now that case numbers are relatively low across the continent, some nations have already reopened, with others making plans on how to reopen soon.
The list below covers all of the countries in Europe that have officially opened for tourism, and which ones have no testing/quarantine requirements.

Albania
Albania Tourism Reopening Date: July 1, 2020.
Albania officially reopened its borders for tourism on July 1,, 2020 allowing tourists from all countries and nations to enter without restrictions.

Andorra officially reopened its borders for tourism on July 29,, 2020 allowing tourists from EU nations to visit WITHOUT tests or quarantines.

Cyprus Tourism Reopening Date: June 15th, 2020
Cyprus is so keen to get its tourism industry back on track, officials are offering to cover the costs of any travelers who test positive for Covid-19 while on vacation in the Mediterranean island nation.
According to a letter shared with CNN, the Cypriot government will pay for lodging, as well as food, drink and medication for tourists who are taken ill with coronavirus during their visit.

The Czech Republic is a major European destination that receives around 20 million tourists every year. Estonia officially started opening to select countries within the EU. As of July, Estonia has now reopened for additional third-party countries and will soon be launching their digital nomad visa program.

Hungary Hungary Tourism Reopening Date: July 1, 2020
Hungary has reopened its borders for international tourism and is now accepting visitors from select countries all over the world, depending on risk classification.
Countries Allowed with No Quarantine or Testing: all member states of the EU, the EEA, and Switzerland, (except for Portugal, Bulgaria, Romania, Sweden and the United Kingdom.
Other countries are permitted to enter Hungary but will face testing/quarantine requirements
Iceland

Passengers arriving into Iceland from an approved country have a choice: They can either choose to be tested for Covid upon arrival (15000 ISK/ $110 USD) or to go into quarantine for two weeks.

Previous to the new rules in place, Ireland was requiring a mandatory 14-day quarantine for ALL nations entering, with the exception of Northern Ireland.

United Kingdom
United Kingdom Tourism Reopening Date: June 8th, 2020
Visits from up to 60 countries is now possible for Britons from July 10th without the need to quarantine for 14 days on return.
The Foreign Office lifted its ban on non-essential travel to nearly all EU countries, British territories such as Bermuda and Gibraltar, and Australia and New Zealand.
