That's over 1/3 of the total number of discharged persons.

That's true, I think NCDC oga need to address this. but I think they tried to add up those that tested positive several weeks ago but refused to go to the treatment center for any reason, so they can be counted as discharged or treated after two weeks or more. this may also explain high death number of 14 compared to days ago. however, over 11k discharged out of about 44k total cases is really high.
