OAUTemitayo:

Substitution of candidates is still allowed at this particular stage.
Don't be emotional, APC is taking back Bayelsa

Candidates can only be substituted if he has not been disqualifed.

A court of law already disqualified the deputy meaning he has no locus standing to tender any RESIGNATION OR WITHDRAWAL

Lyon was disqualified from an election that has just been declared null and void.
Fresh election and not RERUN will take place, the parties that were disenfranchised with the other parties will begin the whole processes again. Voting is just a fraction of the electioneering process. In the case of Adamu Muazu cited above, he changed his deputy, re-contested and won.
I still believe that the judgement is outside the timeframe though.
In the whole of this, Bayelsans are the losers, because governance will be put on hold till God knows when.

“A fresh election within 90 days as previous courts have held is not an invitation to open fresh nomination or even make substitution because the time frames for that has already been exhausted, but a fresh poll for the purpose of including the excluded candidate to join other validly nominated candidates who met the requirements of nomination before the close of the window for nomination,”

1. The Judgement is outside time frame.

2. Lyon Deputy was already disqualified before the election, supreme court only affirmed the pre-election case
