By Ernest Chinwo in Port Harcourt

The federal government has said it plans to build as third refinery in Rivers State bringing the total in the state to three.

This is as the state Governor, Nyesom Wike, insisted that the Niger Delta region is safe for companies to conduct their businesses, and therefore demanded that international oil companies (IOCs) relocate their headquarters to the state.

The duo spoke yesterday when the Minister of State for Petroleum Resources, Chief Timipri Sylva, and the management of the Nigerian National Petroleum Corporation (NNPC) paid a courtesy visit to Wike at the Government House in Port Harcourt.

Sylva also said plans had reached an advanced stage to rehabilitate the existing refineries in the country.

He said the federal government decided to start the rehabilitation programme from the two refineries in Port Harcourt “because Rivers State is the headquarters of the hydrocarbon industry.”

The minister also commended Wike for being persistent in his quest to get the Refinery Road dualised, and promised that the ministry would support the move.

In his response, Wike urged multinational companies to stop using insecurity to justify their refusal to relocate their operational headquarters to the Niger Delta region.

The governor wondered why insecurity does not prevent the drilling of oil but could be used to deprive the state what is due to it.

“They use insecurity issues to place us in a disadvantaged position and deny us our right.

“There is insecurity in Lagos, Kaduna and Katsina States, yet companies do not run away from those states. The railway projects are not stalled too.

“The multinationals are sometimes to blame because they instigate insecurity by paying militants and turn around to blame it on the people.

“There is no excuse to operate outside our state. The federal government should compel them to relocate their headquarters to the state as the hub of the hydrocarbon industry,” the governor stated.

He noted that the NNPC has not done anything substantial for the state after many years of operation, adding that the Port Harcourt refinery has continued to operate below installed capacity, and that even the access road has been in a poor state for years.

“I urge you as the minister, and members of the board of directors to dualise the three kilometres road and change the narrative,” he stated.

Wike commended the ‘patriotism’ Slyva had demonstrated by attracting federal projects to his state, and urged other ministers to emulate him.

He said even if the minister is of the opposition party from Bayelsa State, “his sense of patriotism has made him to place the interest of the state above partisan interests.”

What are they rehabilitating?
Why are they building new one?

Rehabilitating the existing ones has shown to be worse than flogging a dead horse. Cos over the years since Goodluck Jonathan was the president, they have been spending a lot of money in ten digits of the star-strangled banner, but not giving out the output which commensurates with the amount spent on it.
PMB also came on to inherit the renovation and still no difference. It is so obvious that there are some few Nigerians who won’t allow the rehabilitations of the refineries to come on crystal display of full capacity in output cos of what they stand to lose.

It is high time the FG thought of doing away with the refineries, privatizing them and let the individual or corporate handling them to get them to full capacity

good development

social club management system that I developed for nigeria social clubs.
some of the features include
1. Members can register on the website.
2. The registration of the member will be pending and he can't have access to the website until the admin confirms or rejects his membership.
3.members can send message to each other within the website and update their profile including their pictures.
4. The admin can see each members profile and can alter it.
5.The admin sets monthly dues for club members.
6. When this due is set, the system automatically sends an email message to the email of every registered member stating the month of the monthly due and the amount to be paid.
7. Members can reply the email and it lands at the inbox of the admin.
8.The admin can update the monthly due status of each member that has paid. This will reflect on the dashboard of the member.
9. The admin can see members that has paid and those that have not paid their monthly due.
10.The admin can send email message to each, selected or all members informing or reminding them of meeting dates, club activities etc.
12.At the end of each meeting or month the admin can prepare a word or excel document which shows club expenditure, income etc. The admin can upload this documents for the members to download.

So because they are finding it difficult to maintain the now obsolete Refineries, they shouldn't build new ones?? If you have an old car you use for business and your spending so much on it and it's not performing to optimal level, you shouldn't get a new car??

You are Yoruba an your comment is made in bad faith because you'd wish the only functional refinery should be dangote refinery in Lagos state. Anywhere else and you'd cast aspersion as always.

Building a new refinery when the current refineries are operating below installed capacities despite wasteful spendings on unyielding turnaround maintenances

Nigeria has spent about $25 billion in turnaround maintenance of refineries in the past 25 years, and the oil production facilities are still moribund/

If you can not maintain your old cars, then there is no need of buying new one cos you won't still maintain it...

Wat sort of logic is that. Dont you know that old age births expiration??. Why do old people and old machines die off? Na wah oh. Why do they retire old planes, old cars, old computers, old Refineries, old clothes etc because with aging comes a drop in quality and malfunction. Don't try to be illogical. just drop this debate.

2023 is approaching, that is how they are building 4th mainland bridge since 1999 and no single pillar is erected, telling us before election that they will repair the old refineries.
It's an absurd things to keep hearing these things.
