Tanzania says construction of LNG plant to start in 2022
Tanzania expects a consortium of international oil companies to start building a long-delayed liquefied natural gas (LNG) project in 2022, its energy minister said.

Construction of an LNG export terminal near huge offshore natural gas discoveries in deep water south of the East African country has been held up for years by regulatory delays.

The government said in March it planned to conclude talks in September with a group of foreign oil and gas companies led by Norway’s Equinor on developing the LNG terminal.

Equinor, alongside Royal Dutch Shell, Exxon Mobil and Ophir Energy and Pavilion Energy, plan to build the onshore LNG plant in Lindi region.

“Construction of this project is expected to start in 2022 and will be concluded in 2028,” Medard Kalemani, Tanzania’s energy minister, said in a budget presentation to parliament.

The country’s central bank believes just starting work on the $30 billion plant would add another two percentage points to annual economic growth of around 7%.

“The project will have capacity to produce 10 million tonnes per annum (MTPA) of liquefied natural gas,” he said.

The international oil companies (IOCs) will develop the project in partnership with the state-run Tanzania Petroleum Development Corporation (TPDC).

Kalemani told parliament that the government launched a new round of talks in April with each company in order to speed up the process.

“We instructed the government negotiation team to hold separate talks with each individual investor, instead of the previous arrangement of holding joint talks with all the investors,” he said.

“We expect these talks to be completed within seven months.”

The talks are aimed at negotiating a “host government agreement” which is seen as a crucial step towards a final investment decision for the project.

Tanzania has estimated recoverable reserves of over 57.54 trillion cubic feet (tcf) of natural gas.

Tanzania already uses some of the gas for power generation and running of manufacturing plants. It also plans to build a fertilizer plant.

Kalemani said construction of the $1.9 billion fertilizer plant will start in 2021 and is expected to be commissioned in 2024.

The project is a joint venture between TPDC and German firm Ferrostaal Industrial Projects, Danish industrial catalysts producer Haldor Topsoee and Pakistan’s Fauji Fertilizer Company.

Noting that more than three-quarters of the pipeline will run through Tanzania, spokesperson of Tanzanian government Hassan Abassi stated that the country is expected to earn an estimated US$3.24bn once the project will be is operational and create more than 18,000 jobs over the next 25 years.

The East African Crude Oil Pipeline (EACOP) is a strategic priority for landlocked Uganda, which is keen to export its hydrocarbon reserves out to Tanzania and beyond. The 1,443 km pipeline route will take Ugandan oil from Lake Albert, then tracks a route south of Lake Victoria and out to the Indian Ocean port of Tanga on the Tanzanian coast. But the idea has been repeatedly delayed, grinding to a halt last year amid tax disputes and the collapse of a proposed buyout deal between two of its major partners.

The agreement is in line with Uganda’s President Yoweri Museveni’s deal with Total, which lays the groundwork for a final investment decision in the coming months. Total commends the Ministry of Energy and the government of Tanzania at large for its cooperation in ensuring the EACOP project is a success and restates its commitment to comply with national laws and international best practice standards.

Total said in April that it is paying Tullow US$575mn, with an initial payment of US$500mn at closing and US$75mn when the partners take the final investment decision (FID) to launch the project, although it is unclear when this will be. The deal means the French oil giant will acquire all of Tullow’s existing 33.3% stake in each of the Lake Albert project licenses (EA1, EA1A, EA2 and EA3A) as well as the proposed pipeline system. The transaction is still subject to approvals and to CNOOC’s right to exercise pre-emption on 50% of the transaction.

Renewed Interest in Transporting African Natural Gas with Pipelines

Several sub-Saharan countries in Africa -- the planet's second largest continent, home to over 600 million people and proven gas reserves of nearly 500 trillion cubic feet -- are considering a number of big ticket pipeline construction projects.

Driving the interest is a growing middle class population, urbanization and increased household consumption, which in turn is related to power consumption / generation.

Nigeria, Kenya, Tanzania, Mozambique and South Africa are all in various stages of pipeline planning and/or construction projects:

Tanzania and Kenya are constructing a 558-km gas pipeline from the commercial capital of Dar es Salaam to Tanga (both in Tanzania) and on to Kenya’s coastal city of Mombasa. The project, which will be completed between the gas fields of Mnazi Bay in Mtwara to Kinyerezi in Dar es Salaam under a contract by China Petroleum Technology and Development Corp., will meet estimated gas demand in the two countries of 50 MMscfd. This demand is projected to rise to 150 MMscfd by 2035;

In Southern Africa, a joint ventrure agreement has been signed for the construction of the $6 billion African Renaissance Pipeline Project. The conduit will transport gas from Mozambique to South Africa. The agreement was signed on April 22, 2016 between Mozambique oil and gas company Empresa Nacional de Hidrocarbonetos, a private-sector consortium, Profin Consulting Sociedade Anónima, South Africa’s SacOil Holdings Ltd. and Chinese international pipeline construction company China Petroleum Pipeline Bureau.

The 2,600-km, large-diameter main pipeline will link Rovuma Basin gas fields in northern Mozambique to South Africa’s industrial region of Gauteng. It will also deliver gas to towns along the pipeline route, stimulating industrial demand.

SacOil’s CEO, Thabo Kgogo, noted that new gas pipeline projects will enable both South Africa and Mozambique to increase the number of people with access to clean energy, while reducing oil import bills and achieving a lower carbon footprint in both countries. The African Renaissance Pipeline Project is also expected to boost the international competitiveness of southern African economies, create jobs and help improve living standards.

Giving pause to all pipeline projects in Africa is the implication of recurring pipeline vandalism. The disruption of gas pipelines in Nigeria by vandals and the inability of the government to prevent product theft and pipeline destruction has led African nations to consider alternatives to gas pipelines. It has also given credence to some analysts’ assertions that most countries in sub-Saharan Africa would prefer LNG imports to pipeline gas supplies.
