Black Rock Mining confirmed that its Tanzanian based consultant has finalised field activities and has now substantially completed the Mahenge Graphite Project RAP process.

Completion of RAP facilitates continued progress on financing the Project subject to completion and resolution of the Free Carried Interest (FCI) negotiations.

RAP is a well understood process worldwide, including in Africa, and is used to assess land and property values, and to support relocation of people and properties.

The RAP field work was conducted in accordance with Tanzanian National Environmental Management Council (NEMC) guidelines and is legislated under the Environment Act of 2004, Mining Act of 2010, Land Act No.5 0f 1999, Land acquisition Act of 1970 and Valuation and Valuers Registration no.7 of 2016.

The process is designed to meet the International Finance Corporation’s (IFC) Performance Standards on Social and Environmental Sustainability and is a typically mandated condition precedent for debt funding and mining licenses.

Resettlement for Mahenge includes areas associated with Mdindo, Kisewe, Nawenge and Makanga villages. At the completion of RAP field activities, the Company has recorded a 98% acceptance rate.

The small number of remaining parcels with appeals have been recorded in detail and will complete a resolution process according to the IFC standards and the Government of Tanzania in country legislation.

A multi-disciplined Tanzanian team including Surveyors, Valuers, Sociologists, Data Entry and Geographic Information Systems (GIS) experts completed the study. The team’s work was overseen by Government Officials to ensure accuracy and compliance with legislation.

A total of 148 meetings have been held in the Mahenge community since December 2019. This followed 11 meetings held during the Resettlement Policy Framework stage.

As part of Project development activities, Black Rock will need to acquire some land currently used for subsistence agriculture and relocate some village accommodation proximal to mining operations.

This has been well communicated to all stakeholders over several years as part of our ongoing community and Environmental, Social and Governance (ESG) initiatives.

All affected persons will be compensated where appropriate and moved to better quality properties with vastly improved amenities. All farming landowners will be compensated with cash, permitting them to buy and establish new farms or land of their choosing.

When fully implemented over the planned four modules, the Mahenge Graphite Project’s enhanced Definitive Feasibility Study (eDFS) envisages the creation of at least 970 full-time jobs for Tanzanian citizens, and an estimated US$3.6 billion contribution to the Tanzanian economy over the 26-year project life.

This equates to an estimated economic benefit of US$380,000 per day for the life of the Project. The Project is expected to deliver significant opportunities for Tanzanian State-Owned Enterprises in ports, rail and power distribution.

Additional business opportunities are available for Tanzanian businesses through local content obligations.

“Completion of RAP field work is another significant milestone for Mahenge. It is particularly pleasing to achieve this outcome on the back of being formally advised by the Tanzanian Government of the intention to initiate resolution of the structure and nature of the 16% Free Carried Interest.

“At this stage of the process, being able to secure a 98% acceptance rate and having 99% of participants willing to voluntarily relocate before arbitration, should be considered as community validation of our Project’s Social Licence to Operate.

“As an industry, we observe that our ability to meet global standards of ESG to support Community and Social Licences to Operate is fundamental to delivering benefits to all stakeholders.

“The Mahenge Graphite Project will see the creation of 970 jobs over the project life along with many downstream benefits to local communities. This is a legacy the Company is eager to deliver. A successful RAP further differentiates Mahenge’s brand of clean and green graphite, to now include socially responsible graphite.

Tanzania has the 5th largest graphite deposites in the world...

As of 2019, Tanzania’s estimated graphite reserves stand at 18 million tonnes ranking 5th in the world after Turkey (90 million tonnes), China (73 million tonnes), Brazil (72 million tonnes), and Mozambique (25 million tonnes). Tanzania’s graphite reserves are being explored and developed by Australia based graphite developers, namely Magnis Resources (ASX:MNS), Volt Resources (ASX:VRC) and EcoGraf (ASX:EGR). Production stages have not been reached yet. Tanzania Graphite Projects Tanzania’s largest graphite deposits are located in the central and south-east regions of the country. Active graphite projects include Bunyu, Epanko, and Nachu. Bunyu Graphite Project The Bunyu graphite project, located in the Mtwara Region, is the largest graphite mineral resource in Tanzania. The project is owned by Volt Resources. The project is planned to be developed in two phases. Volt submitted the mining license application for stages one and two of the development to the Ministry of Minerals in the first quarter of 2018. Stage one development will enable Volt to establish infrastructure and market position for the development of stage two. The annual throughput of stage one will be 400,000 tonnes of ore and 23,700 tonnes per year of graphite over a seven-year mine life. Epanko Graphite Project The Epanko graphite project, located in the Mahenge province in south-east Tanzania, is owned by Kibaran Resources. The project is estimated to produce 60,000 tonnes per year over the initial 18 years of operation. Sales agreements for Epanko products have already been entered into with Germany’s ThyssenKrupp AG, Sojitz Corporation of Japan and a major European trading group. Nachu Graphite Project The Nachu graphite project, located west of the coastal city of Lindi in south-east Tanzania, is owned by Magnis Resources. The project is estimated to produce 240,000 tonnes per year over the initial 11.7 years of operation. In December 2019, Magnis executed a Binding Engineering, Procurement and Construction (EPC) contract with Metallurgical Corporation of China (MCC), to provide a turn-key solution for a production facility. THE government is planning to begin the construction of the Mtwara-Songea-Mbamba Bay railway branches off to Liganga and Mchuchuma mines.

This was said yesterday by the Prime Minister, who is CCM's Central Committee member, Kassim Majaliwa on Tuesday, while addressing residents of Ndanda, Masasi District at a campaign rally held at Njenga grounds.

"Feasibility studies have already been conducted and all architectural designs are ready. The implementation of this project is drafted in the CCM manifesto article 59 (d) that states that over the next five years, the party will direct the government to continue investing in strategic infrastructure, including railways, airports and ports, moreover improve air transport services, sea and lakes by purchasing vessels and repair available equipment to enhance services.



"In page 94 article 59 (d) stipulates that in order to achieve that goal, during that period, projects to be implemented in various areas include the construction of the Mtwara - Songea - Mbamba-bay railway and the branches of Liganga and Mchuchuma (km 1,000)," said the Premier.

Mr Majaliwa who is in Mtwara region to campaign for the presidential candidate for the CCM ticket, Dr John Magufuli, also used the opportunity to seek votes for the parliamentary candidate for Ndanda constituency, Mr Cecil Mwambe and Njenga ward councillor candidate, Ms Ester-Stella Kambanga and other CCM councillors' candidates.

Speaking about the water sector, Mr Majaliwa said the government provided 11.2bn/- for Shaurimoyo, Mkalola, Mpitimbi, Shitingi, Sindano and Lihecha water projects.


Commenting on the improvement of the roads, he said the construction of Nanganga - Ruangwa road at tarmac level, the contractor has reached the site and work has begun. He named the other roads that are about to be built as Masasi - Nachingwea (45 km), Nachingwea - Ruangwa (50 km) and Nanganga - Masasi (45 km).

Elaborating on the improvement of the education sector, Mr Majaliwa said Ndanda Secondary School is one of the oldest schools under scrutiny by the government and already 600mil/- had already been disbursed to begin the renovation of the dining hall. "We want this school to return to its former glory," he said.

Mr Majaliwa called on Ndanda students to study hard to realize their dreams and the government will continue to provide higher education loans. "Students who complete Form Six have the opportunity to get loans to continue with higher education as this government has increased the budget for higher education loans from 348.7bn/- and now we provide 464bn/-."

He said the number of higher education students receiving loans has reached 130,883 from 98,300 and also the increase in the number of students enrolling in universities in the country is currently 87,813 from 65,064 in 2015.
