He did not listen because most of the people affected are commoners that lack the capacity to affect or influence government action..

Same cannot be said for the 5% increment.

Ordinary people don't matter to Nigerian politicians not until elections.
Surprisingly, despite all the disdain and wickedness, we still vote to elect same people that are treating us badly today
