can you imagine..... The navy wants to have him tried in court martial but they can't take responsibility cause he wasn't putting on uniform at that time & he acted as a civilian, since he acted as one shouldn't the police handle the matter undecided

You can't imagine the absolute stupidity that comes out of government settings. You should even be happy that they didn't say he was just a houseboy to a navy officer and not working directly with the Navy.

This is a criminal investigation on civilian land. I can understand the Navy not wanting to interfere as it remains the job of the Police force to investigate and prosecute..

The football club you mentioned above, did not investigate nor sentence the footballer, did they? They only suspended him due to the disrepute his actions brought to the club.

Something similar should be done by the Navy once the full investigation is completed.

Regarding a payout to the family, that's improbable, as these acts were not carried out as a Naval exercise or within its territory as you sometimes find with historic indiscriminate use of force within army barracks. They may decide to be benevolent but are NOT responsible, IMHO.
