When other clubs were spending , Chelsea had a transfer embargo. They sold some big name players like hazard and co add that to the transfer budget the club had for that season, gate fees, jersey sales et al. Add all those to the transfer budget for this season also. Chelsea can spend up to £300 M if they like and nobody can complain.
