It is because their country is well developed and has progressive leadership.

Brazil have a average education. Not the worst in latin America but not the "good". The majority of people don't speak english. The only official language in Brazil is portuguese. If you don't speak portuguese is so hard studying in Brazil.
Brazil have many good university. Many of them are the best universities in latin America.

Nigerians who say that Brazil is worst than Nigeria are jealous of Brazil. Brazil is 100 years more developed than Nigeria. Lol

Brazilian passport allows you to travel to over 170 countries visa free likewise Uruguay, Chile, Argentina. Poor Peru has around 132 countries and their citizens aren't struggling for American visa like us. Google the university of Sao Paolo. It's the best university in Brazil. Check the ranking globally.

Does their universities have English taught programs?

Brazil has some English taught programs. Someone on the Brazilian thread landed a scholarship with funding at the university of Sao Paulo
