They were constituted to investigate what happened at the toll gate that night.

They need to talk to the soldiers, a more preferable way is to do it confidentially, the soldiers have to come and testify under oath about what happened, what they saw, etc.

If anyone is sincere about getting to root of what happened, the soldiers need to testify, otherwise they should just forget the whole thing and move on.

In this Nigeria? The soldiers are currently not safe. Putting them on a stand will ultimately demoralize them, just like what is going on currently with the police and for them appearing at all means they are 90% dead.
