Electoral College is the simply the proportional representatives of the States coming together to elect the President.

Each State is represented proportionally, ie based on the resident population of the state. The largest state in US is California, hence with the largest electoral votes of 55.
Washington D.C is accorded the same number of votes as the state with the least electoral votes.

Mail voting simply means sending the vote through mail (Post Office) by an individual voter in the popular vote electing a representative into the electoral college.

However, the constitution doesn’t mandate an elector to vote for the contestant of his party.
An elector who votes for a contestant of different party is called a faithless elector

Lagos supposed be 40 points
Kano 32 points

Anambra 20
Kebbi 2
Osun 7

Stop publicizing your ignorance

The states are ranked by population.
Go and read about the Connecticut Compromise

Moreover, The Capital, District of Columbia (D.C) must always have the same votes as the States with the least votes which is 3

What about the others, most especially Abuja and Bayelsa?

Bayelsa should be having the least electoral vote.

Chill these electors are they the senators and house of representatives members in Parliament

None. The electors are like delegates. Each state has its own rules on how to share the vote for a candidate. Most states except for few give whole electoral allocation to candidate that wins popular votes in such state.
Eg, Lagos State is having 20 electors, if PDP should win Lagos during the presidential election, the 20 electors in Lagos will cast their vote for the PDP candidate.
Some states(few) have a sharing ratio, for instance, Yobe is having 15 electors, with ratio of 66 to 34%, if APC wins the state, APC will be given about 10 electoral votes while PDP takes 5

Nope, the electors aren’t the congressmen, that is house members. They are just voters elected by the popular votes, given the task to represent the states in electing the President and Vice President

But if there is none of the candidates winning the absolute majority in the electoral college election, then there will be a need for the Contingent Election, where the newly elected congressmen will have to elect the President and Vice President. The House of Representatives members will have to elect the president while the senate will have to elect the Vice President.
