EleventhWeirdo:
The government fails to invest in R&grin and empower research institutions such as universities to carry out applied research. If things are in order, we will not be consulting an international organization for our own R&grin on such routine stuffs on how to plant coconuts. The consultancy fee would do a lot if invested in LASU Agriculture Faculty Research.
