Where a prospective applicant has no laboratory facilities, a public analyst can be consulted to analyze and issue certificate of analysis that will accompany the registration form.

A public analyst or any other qualified chemist can supervise or facilitate registration if experienced in the process involved. An already registered manufacturer of drugs can make drugs for another outfit on contract basis as long as all the rules are obeyed.
